NPDRM_clock_debug fun

I found something kinda interesting while messing with the sonic generations demo(requires 3.50).

I installed rebug 3.41.3_oos and set NPDRM_clock_debug(this is a DEX debug option) to on
and that setting stayed active even after I flashed Hermes 3.41.
not sure if it's because the ps3 is QA flagged or what.

After updating to Kmeaw 3.55, the effect of NPDRM_clock_debug was reset
but after flashing rebug 3.55_oos I found the setting was still set to on.

So I turned it off/on and the effect came back.

After playing the demo I downgraded to Hermes 3.41 and the setting was still active.

i found that many settings will stay on even if fw changes, so be careful with some settings on a retail...

that is because these settings write to the registry
