yes it is completely safe to upgrade and downgrade from various DEX firmwares, I have done so with no issues whatsoever many times.

you can easily upgrade directly from 3.55 rogero to 4.20 DEX OFW, and according to rogero you are supposed to be able to just use the rogero 3.55 firmware to directly downgrade, however in my experience that doesn't actually work, I have tried to use his update file to downgrade from both 4.11 DEX and 4.20 DEX and neither has accepted the rogero firmware upgrade file as a valid update.
What has worked great for me though is the downgrade file found here: "http://www.ps3devwiki.com/files/firm....55downgrader/" that update will downgrade your console from 3.55+ to 3.55 DEX OFW and from there you can easily upgrade back to Rogero's 3.55 DEX CFW, its not as convinient as swithing directly between 3.55+ DEX OFW firmware and Rogero's DEX CFW but at least it works.

Yes, that is the recommended method, but make note of the fact that it is VERY important that you do not restart your PS3 by physically turning off the power switch or by pulling the power cable. But instead turn it off from the PS3 by using the menu that you get by holding the PS3 remote's home button down.

as long as you follow the instructions closely and you restart the PS3 from the remote as I said earlier then you shouldn't have any issues.
PS: if you plan to swith between different firmware versions regularly then I really recommend making use of the "update from harddrive" feature that is present in DEX firmwares (and QA flagged CEX firmwares)
it is pretty simple to use, just check the "install update to harddrive" check-box while installing a firmware and then that firmware can be installed directly from the harddrive in the future, and you can have 20 firmwares stored on the harddrive at the same time, so its not only faster but much more convenient also.
Since I'm just now looking into the CEX - > DEX stuff, what is the purpose behind upgrading to a 4.11 DEX/4.20 DEX? Do you get access to the games that require those firmwares? Or what? Sorry for the noob ass question.
http://deviant-generation.com/ - my site. Contact me, Korn, and gDrive. I'm the most active but they do come over to speak to me. Likewise it's always a place to send them a message when you need to. Plus you can meet my graphics team!

the are two reasons for why you would want to use 4.11/4.20 DEX OFW
The first reason is that all retails games that you have bought that is designed for 4.20 or below will work on the DEX software, so if there's a retail game you have been dying to buy and play but haven't because you don't want to lose the ability to play backups then that would be one good reason.
The second reason is that it allows you to play some 3.55+ backups , however it should be noted that the support is pretty limited since the method to get 3.55 backups to work require that the game has had an official update released, if it has then it can usually be run as a backup on 4.11/4.20 DEX OFW firmware using the built in BDEMU feature in the DEX firmware.
There is of course a disadvantage though which is why it's important to be able to switch back to 3.55 CFW, and that disadvantage is that since you are using official firmware there is no proper backup manager support, there is a version of multiman available that will run on 4.20 DEX OFW but it is not able to actually run any backups since that can only be done on Custom firmware.
But since it's pretty easy to switch to 4.20 DEX OFW and then back to 3.55 CFW it's not really that much of a problem.
