i know we can do this with scetool but, we need the keys.

Well they have probably very good contacts or they are very skilled. They managed to get the keys themselves or someone gave it to them. Anyway this way it might take a bit longer for the patches to appear but you are sure that they are tested right, and they are not making a profit on it so no harm done.
And in the PS3 Scene there are many secrets that are not shared right away. Untill now we've seen almost everything gets leaked after a while (LV0 now after almost a year). So they will probably appear, someday.
