I had the same problem with a HP laptop, Hp support wasn't helpful at all. after some testing I found the heat sensor was faulty and giving false readings, you cant fix it unfortunately only solution is to change the mb or scrap it for parts and buy a new one...just not a HP

First thing it looks to me like its time for you to change your thermal past, because you cant always trust speedFan if your thermal past is old, it will give you false readings,
Second thing it could be because your windows is messed somewhere! reinstall it
or it could be a hardware problem like the power button is messed up, it happens alot,
any way change your thermal past and reinstall your windows and see!
