No, it'll install on XMB but when you run it it wont restart system like it's supposed to just kick back to XMB

    edit-
alright so - activated system - download dlc - now i have a act.dat yay!

but now i can not get react to activate, /sigh

i made a account named aa
put the raps and what not on usb in folder exdata,
    downloaded this new reactpsn
    ran it
it changed the aa user name but still no difference.
so in your aa home/exdata folder is there .rif files of the .rap files in usb exdata folder? Also make sure in dev_hdd0/home there is reActSys.key
and act.dat and act.key in both user account and aa account exdata folders. the PSN act.dat when opened in hex viewer should look encrypted just random letters and numbers, while your react act.dat will be all 11's except the first line and offset line 870

Console is prolly deactivated or PSN wont except the activation. First make sure console is activated through PSN account management, if it isn't activated, activate it, which will prolly just give a similar error code. If so:
Backup saves, trophy etc then delete original account (console account, not PSN account) made on ps3, make another account resign in with same PSN account you had problems with, activate account. Download whatever again.

A user bdaddy over in my tutorial thread is reporting that reActPSN is working for him without a PSN account or PSN act.dat.
    Is this possible?
I was so sure that you require the PSN act.dat to convert the rap files to rifs

Only if who ever fixed this reactPSN made it possible (which I doubt). He prolly has an act.dat from the past and doesn't realize it. This happened to me when I first started using react on 3.55. I was like there's no way I have an act.dat as I only went on PSN once and didnt download anything. However much later i found out I did have an act.dat.

I think back in 3.55 days, simply logging on to PSN gave you an act.dat, but now I believe sony changed this not sure but it's different. Because like i said earlier, somehow got act.dat just by logging to PSN, now that doesn't work (tried) have to download file that needs activation (there maybe others ways to get act.dat off PSN but I'm not totally sure what they are)
    I'm on ps3repack I'll "interrogate" this guy.

Did some further reading and I found this changelog for reActPSN v2.00

    reActPSN v2.00
    First OFFLINE PSN license generator.
Backup license without any private information.
Power on PS3, Running of all PSN contents same as official activation.
reActPSN v2.0 must needs an 8byte patch to vsh.self.
    Compatible with reActPSN v1.11.
Also in the guide posted by them , there is no mention of needing a PSN account.

    ***********************************
TUT for how to run full PSN games:
    ***********************************

    1. Install reActPSN v2.00
    2. Run it and keep pressed BUTTON_R1 about 6s, make a forced full backup to dev_usb000/reActPSN/BKxxxx.
    Backup xx.edat xx.rap to dev_usb000/reActPSN/pubPSN/exdata folder.
    3. Download vsh.self patched package, patch your CFW.
    3. Import license from exdata folder
Copy exdata folder to USB media root, inserted it to dev_usb000 or dev_usb001 port.
Create a new ps3 account aa
    Run reActPSN, auto reboot.
    4. Delete all replayGamesN_Cyyyy(v1.1x generation) user account.
    5. Enjoy official PSN games now,
    Run PSN games.
Could it be possible that for a ps3 that has never been online , the act.dat generated by reActPSN is sufficient to activate rap files since as it says , it generates the PSN licence offline ?

Also I read this over at NGU

OK, there appears to be a lot of confusion about what act.dat and .rif files are.
    /dev_hdd0/home/xxxxxxxx/exdata/act.dat
    /dev_hdd0/home/xxxxxxxx/*.rif

When you pay for and download anything from PSN, a RIF file will appear in your exdata folder. This file contains the following information:
    -Contend-ID
    -Date and Time of Purchase
-Expiration (such as in the KZ3 MP Beta)
    -PSN User Information

    All of course is encrypted.

In the act.dat file, there is the following:
    -PSN User
    -PSN User 'Tag'
-PSN User Information (some kind of authentication details)

You'll find the 'Tag' is in the RIF files aswell, but backwards (for unknown reasons).

So, basically what I'm trying to explain to you all here is that the PS3 allows DRM-Protected files to executed only if their corresponding RIF files match up to the act.dat file.
So according to this , if the rap files were decrypted/encrypted using the reActPSN act.dat to generate rif files , they would work as long as the rif files match the act.dat.
Also since the rif files for raps activated using reActPSN are located in the reActPSN profile in hdd0/home/0000000X/exdata , the rif files would need to match the act.dat within that folder which is the reActPSN act.dat and not the PSN act.dat

Also in another very interesting post in my tutorial by ZOMBIEKILLAH , he claims to have made his dlc to work on a ps3 which had never been on PSN and running Rebug by simply copying the act.dat and rif files from his other CFW PS3 which had been online.
Have you had any experience with this?

Forgive me if I'm completely off base here , I'm still new to reActPSN.

Well, when in doubt test yourself. I have many of times. reactPSN act.dat will not work by just "activating" rap files, I've tried. It needs a valid PSN act.dat, so by offline thats basically true as once you get a PSN act.dat, you theoretically don't have to go online again until you lose your PSN act.dat or sony starts changing security on .raps

Also, another thing you'll notice with PSN act.dat & reactPSN act.dat, react makes 3 files linking them together. reActSys.key and an act.key for both aa account and account with PSN act.dat. If you open all 3 of these files, they all will contain the same string of hex thus linking them (reActSys.key has an additional line for something else as well).

Furthermore, whats the point of having these .key files at all if reactPSN doesn't need a PSN act.dat? There isn't one that I'm aware of. They don't link user accounts on the system by several instances of reactPSN act.dat because if you make an act.dat for each account on your console with reactPSN, the act.dat is identical in hex.

EDIT: you'll also notice a lot if ever get scene released .rap packs they'll sometimes include an act.dat, which is a valid act.dat, but i'v never tried to use them and heard they don't work usually. I'm guessing because it's an official act.dat the IDPS is in there and realizes it's on a different console.
