As its name suggests, this tool allows you to change a PUP's syscon, so you can install a lower PUP on higher firmware, for example.
PUP's Syscon Changer by PS3 dev 'Nathan_r32_69', allows you to easily change a PUP's syscon so, for example, you can install a lower PUP on a higher firmware version.

USE IT WITH CAUTION, ONLY FOR CFW FOR NOW
Its to easy to use, only chose your PUP file, select syscon version and click on "Start", if all goes fine you will have a new file named "NEW-PS3UPDAT.PUP"
